Lite breaking news-varning på det här, tycker jag:
För varje utlånad ebok via ett bibliotek betalar biblioteken 20 kr till förlagen (via elib).
En helt galen summa.
Det kostar alltså biblioteken och skattebetalarna ungefär lika mycket att låna ut 40 pappersböcker som 1 e-bok.
Jag har alltid trott att förlag, författare och bibliotek gillar varandra. Att de liksom kämpar tillsammans för ett bredare, större och kanske till och med bättre läsande. Men så verkar det inte riktigt vara…
Alla är överens om att biblioteken behövs och fyller en jätteviktig funktion för läsandet i det här landet.. men bara så länge det inte drabbar den egna försäljningen, verkar vara ett nytt tillägg. Ett bibliotekslån är en bra sak, i teorin, men i praktiken, resonerar förlagen (och en del författare), är varje utlån en förlorad försäljning.
Vilket ju är ett helt galet resonemang (men mer om det någon annan gång).
Hur som helst, avtalet mellan bibliotek, förlag, författare finns där, och det är bra och det gynnar svensk läsning. Det verkar vara ett avtala som är hårt och fast och nästan skrivet i sten – även om detaljer om ersättningsnivåer debatteras en hel del vad jag förstått. Bra så.
Hur exakt bibliotekens avtal ser ut eller vilka begränsningar de har osv, har jag inte så bra koll på. Men för ett tag sedan fick jag det förklarat för mig av en bibliotekschef i Stockholmsområdet. Jag tror han sa ungefär såhär:
“Vi som bibliotek kan gå in i vilken Pocketshop som helst och köpa en bok för 39 kr. Sen kan vi ta med den till vårt bibliotek och låna ut den hur många gånger som helst. För detta betalar vi en ersättning till förlagen på mellan 50-80 öre per utlån.”
Fair enough tycker jag. Funkar det så är det fantastiskt. Biblioteken är i princip undantagna upphovsrätten. För medborgarnas bästa.
Men när det gäller eböcker så ser det helt annorlunda ut. De har nämligen inte varit en del av det tidigare avtalet mellan förlag, författare och bibliotek. Så när nu biblioteken kommer och vill börja låna ut eböcker, så är min känsla att förlagen nu tar sin chans att “ta tillbaka” lite. Nu kan nämligen förlagen sätta upp sina egna regler för utlåningen av eböcker, något som de inte verkar vara rädda för att göra. Faktum är alltså att de tar i så de spricker..
För varje utlånad ebok via ett bibliotek betalar biblioteken 20 kr till förlagen.
Och det är skattepengar vi snackar om.
Alltså inte per titel, utan per utlån.
Någonting är helt galet här.
Det i sin tur gör ju att biblioteken (med begränsade budgetar) tvingas sätta begränsningar i hur många utlån som de har råd med. Dessutom får förlagen själva bestämma vilka titlar som ska finnas till ebok-utlån vilket gör att de nyaste och populäraste böckerna inte verkar finnas tillgängliga.
Förlagen har alltså vunnit över biblioteken i den här ronden.
Men det måste ändras. Nu.

Men missar du en detalj – inköpet av boken samt hanteringen av denna. Majoriteten av de böcker som köps in av biblioteken är inte pocket utan inbundna som sedan ska förses med etiketter/larm och registreras i systemet vid varje in- och utlåning. Och det är väl på gränsen att en pocketbok ens skulle klara av 40 utlåningar?
För en e-bok är inköpspriset noll (rätta mig om jag har fel) och därmed kan biblioteket erbjuda betydligt fler titlar än de skulle kunna med pappersböcker. Det kostar inte förrän boken lånas ut – vilket väl egentligen är bättre ekonomi om man ser hur ofta en genomsnittlig bok i ett bibliotek lånas ut. Det finns säkert många pappersböcker som kostat betydligt mycket mer per lån än e-böckerna just av denna anledning.
Dessutom slipper de kostnader för stölder (ja, det stjäls böcker trots larm), slitage, hantering etc.
Och när det gäller pappersböcker så vet jag inte om förlagen får något alls för dessa utlåningar. Däremot betalas det till Sveriges Författarfond som betalar en del till författaren som faktiskt skrivit boken och en del som fördelas via stipendier.
“År 2009 är grundbeloppet 1 kr och 29 öre för varje utlån av svenskt verk i original. Det ger en sammanlagd biblioteksersättning på 121,6 milj. kr.”

Men visst är det en intressant diskussion, dock inte så svart eller vit som ovan. Det är väl knappast någon tvekan om att bibliotekens ersättning för e-böcker kommer att sänkas i framtiden när volymerna växer.

Visst finns det pappersböcker som kostar mer än e-böcker per lån, tveklöst är det så. Det motsäger dock inte att det är konstigt att biblioteken betalar e-böckerna per lån. Låt oss anta att en populär roman har 40 lån, det skulle ge en kostnad på 800 kr! Häftigt dyr litteratur. Det är dock synd att göra det till en fråga om ekonomi enbart. Visst är kostnaden ett problem, men det är också ett problem att förlagen sätter villkoren för hur böckerna ska kunna användas.
Kanske vi ska lyfta fram en detalj också i diskussionen: av de 20 kr som biblioteken betalar så går bara hälften (10 kr) till förlaget. Resten tar elib för att täcka sina kostnader kring den digitala distributionen. När volymerna ökar bör rimligen den delen sjunka.
Helt klart är det dock en intressant diskussion och det är lite märkligt att e-böcker och pappersböcker hanteras olika. Samtidigt logiskt.
Men jag tror ingen hade velat se samma system som för pappersböckerna, dvs att biblioteken hade fått betala en startkostnad på 100-200 kr/e-bok och sedan 2 kr/utlån. Då hade utbudet av e-böcker förmodligen blivit obefintligt på biblioteken eller hur?
Ja! Utbudet i och med nuvarande modell är en stor fördel. Likadant med snabbheten.
Nu förstår jag varför jag endast kan låna 3 eböcker per vecka på mitt bibliotek. Och så ska jag ha dåligt samvete också för att jag lånar eböcker, eftersom det gör ett hål i bibliotekets budget så att de kan köpa in färre normala böcker. Fy, vad trist!

Vår bibliotekstjänst är utvecklad i samråd med biblioteken och förlagen. Alla bibliotek som vi har pratat tycker att det är en rimlig ersättning och poängterar att hanteringen av ett fysiskt lån, som sagt, kostar 40-50 kronor.
Att hanteringen av ett fysiskt lån kostar en hel del är en viktig faktor att tänka på men betalningsmodellen med att betala per utlån tycker många bibliotek är en dålig lösning eftersom det är svårt att räkna på den faktiska kostnaden i budgeten. Man tvingas då göra begräsningar och det är svårt markandsföra tjänsten eftersom kostanden kan skena iväg. Tyvärr har den här modellen länge varit det enda alternativet. Några leverantörer (bl.a. Naxos och FörlagEtt) har lyssnat på biblioteken i den här frågan och erbjuder andra modeller som t.ex. tar betalt för max antalet samtidiga användare eller ännu bättre en fast summa.

Nej, ett fysiskt lån kostar inte 40-50 kr. Det är den sammanlagda kostnaden på biblioteket delat på antalet utlånade böcker som ger 40-50 kr/bok. Lånar de ut fler minskar kostnaden och lånar de ut färre så ökar den. Kostnaden är alltså den personal som finns på biblioteket och som väl också skulle funnit där om det bara fanns eböcker som då skulle kosta 40 kr + 40-50 kr för varje utlån.
